Html header and footer help!

I am creating a web page and im having trouble making my header and footer.

This is the html code i am currently using.

I want my web page too look like it does in ie, but obviously i will run into problems.

Is there a better way to do this?

first if u want to make website making esiar download photoshop and dreamweaver look this is my first time making a site.

1.with dreamweaver u can do all that coding but it will be user friendly watch

2.heres how my website looks like http://i281.photobucket.com/albums/kk227/jess2dae11/layout2.jpg i did the picture part with adobe photoshop all the colors u see all with adobe photoshop that is my layout.

3.now while u in photoshop u slice everything that u want to be a button or a link to a page after u save it, it will save all the pics and seperate them so u dont have to do the work everything u sliced it takes them all and make them seperate pics in one folder.

4.and remeber all i did was put make a layout now watch instead of coding it urself ill open dreamweave and i go to the code page and it coded all my pics and where i want all my pics look heres my layout on dreamweaver http://i281.photobucket.com/albums/kk227/jess2dae11/dwlayout.jpg now dreamweaver coded all of my layouts and everything i sliced on photoshop now look at the coding http://i281.photobucket.com/albums/kk227/jess2dae11/dwcoding.jpg
